Directive (EU) 2024/2841
The European Parking Card for persons with disabilities
One card, recognised in every EU country. This page explains what the card is, when it starts to apply, and which national registers are already running.
What the card is
The European Parking Card is proof of the right to the parking spaces and parking conditions reserved for persons with disabilities. National authorities issue it and it replaces the existing national parking cards.
The card follows one European model: the same size, the same dark blue and yellow, the International Symbol of Access and security features against forgery. Every Member State will recognise it.
What it gives you
- The same parking conditions as local card holders in the country you are visiting.
- Access to the parking spaces reserved for persons with disabilities.
- Free or reduced parking and other facilities, where national or local rules provide for them.
- Recognition during a stay in another Member State, without applying for a card there.
Parking rules stay national and local. The card gives equal access to them; it does not create new rights.
Who can get one, and how
Each Member State decides who is entitled to a card and issues it through its national or local authorities — most often the municipality. The directive does not change the medical or administrative conditions for entitlement.
Existing national parking cards remain valid and are replaced by the European card on the national timetable.
